I mean alternatively, people could just host their projects on an already established SCM... Seems a little overkill.

Don't know which section this would go, it can possibly be moved.
So I have been having a look around the forum and I wanted to have a look at some of the code written in some of the rsps's in the download section. I just wanted to have a peek, which required me to download every time...
Just a thought on what if rune-server could build some time of code repository system where you can view code directly, something like an scm like bitbucket/github...
Just a thought... tell me what you guys think. I could possibly build it in php
And not to mention every server is pretty much based off the same source these days. Not a lot of people have taken the initiative to create their own framework. You'd be looking at the same shit with different NPC spawns or a tiny bit of content changes. Don't think it would be that beneficial of a feature.
1. Copyright issues
2. People can barely run a half-functioning server, nor can they understand IDEs (people are still using Notepad/Notepad++ for their RSPS) let alone understand and utilize repositories
3. RSPS development is dead
Still wrong.
There are many talented people working on servers which aren't the same recycled garbage as the other 95%. Granted, it's not as big as it used to be, but it certainly isn't dead (yet).
As mentioned already: copyrighted content.
Plus any server that is even remotely worth looking at will already be on some sort of VCS.

Why would an author choose to host their repository on Rune-Server when, like you said, there are many better-established options?
