I think It's there so someone doesn't spam because even if you do get banned by the dos system, you still have probably caused some amount of spam/damage.

I don't support. This is for handling many shouts in a short time. Why can't you just wait for 2 seconds or so? If you have more sentences to type, do it after each other or just wait for it. Newcomers will immediately spam and you can't see rulebreakers anymore because of the 'fast typers'.
