I believe that it would be fair to keep the denied applications private, but as the current applications are pruned, the "under review" ones should be public. Then, if the applications are continually pruned, keep the ones that continue to "go further" public.
Just a thought.

You cannot exactly be the same as everyone else, there are big differences between users' personalities. You do make valid points though but it isn't hard to notice what has been copied by other people? Somethings you cannot avoid saying to be fair like: "I feel I would be active."
At the end of the day most moderator applications are going to be the same anyway. They will announce their personal qualities, and also denote what they would do as a moderator. Why would you copy anyone's personal qualities? Everyone wants to do something different.

Why would they copy? If you're so low to copy, you totally don't deserve that rank..
What Thee said, was my thought a bit too. The applications should be seperated of the members but in such a way they could look in it but not reply. The Staff will decide whether it's getting chosen or not, by setting permissions that only the 3 usergroups can reply.
Another quick comment against White's; If a user were to copy another users' application an administrator would clearly notice. The Admins do not just browse over these applications taking no consideration for what is being said, these applications are indeed very important and it shows the staff think before saying.
