make 1 staff that can handle usertitle request. beacause i check on [Only registered and activated users can see links. Click Here To Register...] People are request but admin are busy.

No because then the person needs admin permissions, its a privilege not a right, be patient.
been suggested already i think, it seems they can't trust anyone
need to get better admin that can trust that permission,
I have talked to Numbers about this before, he said he can't because if that right was, for example, given to a moderator they would also be able to control groups and group rights. Meaning they could promote and demote people. If one of those people decided to abuse then a create deal of harm could be created.
