if you are talking about RS3 it would be C++ and i think OSRS is HTML5

If I'm not mistaken; RS3 is Runescript, Java and C++
OSRS is Runescript and Java

HTML5 was an abandoned project by Jagex which was pretty much eventually suceeded by the C++ NXT client
