If someone wanted to scam that badly, even if the policy was a permanent ban, they could just remake an account to scam with. Granted, they would have to work up some reputation and post count etc. to get to scamming but its not impossible. Banning doesn't really stop them from scamming, in my opinion.
You should know from the beginning that scamming is wrong and, just like living with your wrongdoing, you'll live with the Market Ban tag on your profile. Even if you don't scam anymore, you've still done it to someone, hence: Once a scammer, always a scammer. Just my take on it.
With that logic a burglar would get a lifetime jail sentence as he or she is 'bound to keep on stealing'.
People change over the time, sure, there will be users who might take their chance to scam again, but I think it's reasonable to think that there will also be users who learned their lesson over the years since they scammed. That's why appealing is a perfect attempt to filter those who legitimately deserve a second chance.
The Market Ban tag isn't equivalent to a life sentence in this situation. Think of it like saying, a sex offender goes on a registry. You might be a changed person but your name must still be publicly posted on the registry because of what you did. Same idea applies to this, in my opinion.

I think the rank's important. You should ofc be able to appeal it however.
I feel I speak for a lot of people when I say, who the hell cares. Scammers earned what they got. Just means they were smarter than the dumbass they scammed.
