    I don't think this would work, as users can still mass. All this really does is allows them to get the xp in that time. If doesn't stop people massing.

    (change the action time number to what number you desire, i prefer 130 so noobs can't mass)
    Correct me if im wrong but, i believe massing is the amount of times they click, not the amount of actions they do.
