I'm sure you can just run the Vencillio client then the ruse source.
Alot of work would be needed to put in to do that as they are different revisions
A client needs to communicate with a server so that it can visualize the game for a person.
So you could even use other revisions clients to play your server although you'll need to rewrite a ton of stuff so that the client and server understand one another.
If you want more specific info you should ask more specific questions, i also recommend "RS2 Client -> Help" for this rather than RS2 Server tbh.
