If there was 9 staff members and only 10-15 players I wouldn't think the server had serious plans, I'd assume that it wont last very long because hiring that many staff is a sign of non-professionalism.

Imagine this;
a server, which was been hyped up many many many times.
You got a staff base of 9 employees part of the staff team, but only an active 10-15 regular players in the discord, for a server which has not even went into "actual beta", still in alpha stages.
You're a new player but you see 9 staff members, in the chat but not that many players that are just like the rest of you.
is it rather unprofessional or unattractive, or do you simply not give a shit, give me your honest opinion.

I always didn't like seeing a server like this, first thoughts would be like "Looks like staff is given out like candy on halloween". If the admins known some of these staff members from previous servers though, then I can understand why they'd have staff (As long as they are good staff). Still though that much just isn't needed, even if the owner knew some of these people for awhile. I'd just wait for more players before promoting anymore, since it puts off a bad impression on new players that staff is handed out like nothing.
You should have at least one staff member on at all times, for a staff team of a small server, 1 admn, 1 mod, 2 helpers normally suffices you add more as you go, hit 50 players bump it up to 2 admins 2 mods 3-4 helpers.
I'd say as long as the staff members are trustworthy and loyal, it doesn't really matter. You still want the spots to be exclusive but being able to trust someone is more important than the amount of staff.
A lot of people are very interested in receiving a staff rank. If they were to see that there are a ton of mods already, they will probably think that there's no chance of them getting it too, resulting in them not playing.
In my opinion it just looks very unprofessional to be honest.
