Rule of thumb for 20-25 active players have 1 mod. Also 1 for every active time zone where your players are from.

If they are JUST admins, it looks bad. If they are actually active developers, designers, community managers, etc then it doesn't look too bad. However, for there to be that many actual staff members (developers, designers, etc) you'd likely already have to have a large existing player-base.
So, based on that, I would argue the ratio of admins-to-players is pretty important. It's kind of the same idea as the ratio of police-to-citizens. You don't have two police officers for every regular citizen, that would be crazy.

Spawnscape had 500 players with 5-7 staff-members and they did amazing
