What would be the best base for a server that does not try to replicate RuneScape at all?
I am thinking about creating a server which would try to replicate The Elder Scrolls Universe a little more. Perhaps that is very far fetched, but I would like to try.
What kind of base would you recommend me?
Or, would you recommend me to start programming features onto an already existing base, create a basic server to learn from that instead and then reach my goal, with the gained experience?

The amount that you would have to do to change the game would be insane. If I were you. I'd definitely take a completely wiped base. Since you have no programming knowledge (I'm assuming) your best bet would be to learn Java and Ruby and start from Apollo if you really want to learn, but you'll have to learn how to change everything which will require extensive knowledge. Hosting an rsps will certainly not provide you with any reasonable knowledge on what you're trying to do.
Runesource:
Java is sufficient
Pretty bare, not much content
Has only the minimum standards such as logging in, moving, combat, items, and npcs.
Not too complex for new users
Asteria:
Requires IDE
Based off of Runesource + more features
More complex
"Blank" as in no custom mini games or shops.
Focused more on emulating RS features
Need to learn Java + Groovy(Only if you're getting Asteria 3.0, if you get Asteria 2.0 you only need to know Java)

In the 1st version of Asteria, lare96 wrote on their post that it was based off of Runesource
I assume the later versions of Asteria was built on top of the previous versions of Asteria with Runesource being the base.
