Best free one is probably Ruse V2. There are some nice well written ones you can purchase though.

Hello all, I was wondering if any of y'all had some suggestions for me to work off of a base. I have a good amount of knowledge of Java and I just recently decided that I wanted to start developing my own server. I don't know what qualifies as a good base though. That's where y'all come in. What base would y'all recommend for a starter such as myself. I dont want the common 'any 317' I see everyone saying. I know that. I just want a specific source that y'all think would be a good learning tool to help me learn how to develop some servers. I appreciate any help y'all are willing to give. Thanks in advance.

I looked into that particular source and there is a lot of stuff. I was looking for more of something that I can expand on. Not saying I can't expand the Ruse V2, it's just there is so much there anything I could add wouldn't be particularly special... It doesn't need to be stable by any means I'll most likely be working offline and just working on stuff to help my development skills. Also I can't purchase a source anytime soon because I recently lost a really good paying job and now have to pay the bills with a smaller pay check each week.
IDK about PI for a starter source since it has quite a bad rep. Ruse is the new fad around here for lower revisions, but since you said you have prior Java knowledge Apollo or Hyperion wouldn't be bad either.
