If you have tampered with the IP in your Server file Remember its better to keep it at "127.0.0.1" or was it "0.0.0.0" Try the 0 option
And make sure the Game client has your IP added into it In your Client folder under "client.java" Try and search for a line "WhatWorldIsWhatIp"
and check if it is set to the Server IP or your IP if your hosting it on your local PC.

Few things to search which will be helpful is

    "public void WhatWorldIsWhatIp"

    "public static String defaultserverip"

    "public void handleStupidWorldSwitch"

Some searches will come up some wont but generally these are nearly applied in the new PI sources

try to use your ip address over your no-Ip to figure out if your no-ip is not working.
make sure you compile the client before you jar it aswell
edit: also, go to canyouseeme and see if the port is actually open
