How would i make an npc like a cow for a example walk around a region somewhat like inVarrock() { and it walks around there only

You mean like Max on RS??

In spawn-config.cfg you just find whichever cow, or other NPC, you want to walk around, then change it's walk-type from 0 to 1 (First number is NPC ID, then comes x, y, h, coords, then walk-type is after that)

1st. Do you have Clipped NPC Wandering?
If you do not?
First you have to realize the npc will walk through walls in the area and it'll look very.... awful.
You'll have to set the walking region in the spawnconfig for the npc. The issue really is if you don't have clipped wandering, it'll be awful.
