Yes it is. You'll need to dump the clipping config and load that instead of the 317 config.

Is it possible to add clipping to 459 maps on a PI server\client? If so could you let me know.

Since you're loading 459 maps, it would be easier with a 459 client.
But here's what you can do: make a loop trough all the map tiles and check if there's an object on that tile, then check if the object is un-walkable, if so dump the tile to the clip config file (.bin).
I don't know the method of how the config file is written, but what I explained is basicly a way to do it.
Im not sure how to do that im not very good with the cache side and I have no clue how to edit .bins

I have a similar issue.
Using a 459 client, all the 317 areas have perfect clipping, everywhere else is basically uncoded for clipping.
I think the issue is server sided some-how, I just have no idea how to add clipping to new areas :\
