When I try to install java "chromeinstall-6u31" it says Downloading Installer but the bar stays still and doesn't download, any ideas?

I've installed "jre6" but then I'm not too sure about what to use for java compilers because I was using this:

What Artificial Intelligence was saying is that assuming that you did install 6u31 that you would change the jdk in the code to jdk 1.6.0_31 like this

"C:\Program Files\Java\jre6\bin" this is what I have in my Java folder
If you are using Windows 7 then go into Start and Search for "Add or remove programs" remove any Java you have right now and resart your computer. Then go into Internet Explorer and try to install Java.
