I do believe that it is you're Cache. Make sure it is in the right place, and everything that is suppose to be in the cache is there.

Ok, Should I try re-uploading it and putting it in the CacheDownloader again?

I'm not 100% sure. I think it is just the Extracting process that messed up, it has happened to me on a few servers/client I downloaded/used. All you have to do is Re-extract it.

Same thing is happening with me and is preventing me from working on my new project, and Re-extracting it does not work, it won't extract all the files into c drive into the cache folder like it should, even when files inside cache is ZIP'D correctly

Ok I found out what the problem was. When I extract it the Cache files unpack all around my "User Folder" I had to place each one of the files and folders into the cache 1 one by 1.. How do I make it unpack all in folder?
