    Problem: if you die on a second floor and you run back, your items wont be there

    probobly not dropping because your height level is higher then 0. I suggest just making the area a safezone or changing your method so that it works on all heights.

    			c.getOutStream().writeByteC((itemX - 8 * c.mapRegionX));
    			c.getOutStream().createFrame(44);
    			c.getOutStream().writeWordBigEndianA(itemID);
    			c.getOutStream().writeWord(itemAmount);
    			c.getOutStream().writeByte(c.heightLevel);	
    			c.flushOutStream();
    		}
    	}

    Go to class NPCHandler and below
    Code:
    c.singleCombatDelay2 = System.currentTimeMillis();
    add
    Code:
    c.killerId = c.playerId;
    See if that works.

    The packet doesn't read player height but player Id. It's weird son. I will look into this soon, sorry mate.
