You could post more informations, like which forum software, free or paid ones, etc.
Best free ones are SMF, MyBB, PhpBB.
Best PAID ones are IPB, vBulletin.
You can free ones via the internet, but I recommend using a FTP client with webhosts.
Anyway, for SMF, go to [Only registered and activated users can see links. ] PhpBB [Only registered and activated users can see links. ] MyBB [Only registered and activated users can see links. ]
To start a forum fastly via the internet, just google for something like 'smfforfree' 'phpbb free' 'mybb free' and some results will appear. I anyway highly recommand making one via a webhost, paid or free.

Sure.
FTP clients lets you upload your computer files into your site hosted by a webhost. So, when you download the forum software (it's files), extract them and upload everything using [Only registered and activated users can see links. ] or [Only registered and activated users can see links. ]. If you get a paid domain like .com, then all files uploaded could be access with this:
YOURSITEHERE.com/FILEHERE - So if you make a 'welcome' page, then it should be this :
YOURSITEHERE.com/index.php - The first page you want everything accessing must be named as index.php! And so make a folder called 'forums' and upload all forum files into this folder.
You must know the basics of HTML and PHP, to be honest just nothing since there are tutorials on the forums downloads teaching how to install them.
