Don't make it as rare? Make the numbers higher.

well the other line is normal drops and the second part is quantity not chance..and i dont want them to get a pvp armour piece every kill...but i dont want it to be like 2000000 kills either..i was thinking more like 10-30.....

I've never used the PI drop system but all I can say is, as with every drop system, you just gotta jump in and test some numbers out.

Trial & Error for now until you get the aspect of it at least.

the 3068 being the id and the 100 being chance of 100 of getting raredrop.
first line is normal items and amount and second is rare drop and amount

If you want a rare drop around every 20 kills change the 100 to 20.
