    Currently in my server you can wield skill capes at any level. How do I make it so you most be 99? Thanks!

    if(player.getSkills().getLevelForExperience(SKILL HERE) >= 99) {
    player.getEquipment().add(item);
    } else {
    player.getActionSender().sendMessage("You need to be level 99 to wear this cape");
    }

    Something along those lines should do it.

    Well that above code is for hyperion, as I have never looked into Project Insanity... Basically what that above code could be used for is in equipment if they are trying to equip a skillcape.

    Or you could just edit the skillcapes in with the other weapon or Armour requirements.
