what delta source are you using? Some server have this stupid fix on dupe which logs out the person who declines. you might want to look for that dupe fix in tutorials and take it out.

well i can't help you because i don't have my server file. you can just go in the tutorials and look for it or just wait until someone else comes and tells you how to fix.
Look in "parseincomingpackets"
Look for the decline method in there i guess, switch bases to Emulous or Shard, or DEVO!
