Need Help Setting Up Xampp with Apache to Host a RuneScape Private Server

Need Help

-I have both of them right now, Working.

-I need to know how to have my server run correctly.

-I cannot LOG IN with my Regular IP Address.

-My server has the sql.java and sqlconnection.java and that sort of stuff.

-If anyone can help me and have my server works I'll give them MOD or ADMIN on the SERVER.

-It will be 24\7.
