Depends on your knowledge of Java.
Well it really all depends on your coding skills. If you have almost none, then czar may be your best bet as delta is overused. If you have fairly good skills, try shard evolutions or a packaged server. And if your really good, try Winterlove.

Like he said. Just that Delta is very easy to use, you will be hated for using it. People are like that now adays, they hateiesize(or w/e word lulz) several servers and hate the ones using it, pushing them down. Don't ask me why, I have no idea myself. I just find it retardish. Anyways, go for Czar, Delta or maybe some older ones if you're new. And Shards, Emulous or Winterlove if you're abit more experienced. (Those only if you know how packaging works.)
