What is being done to combat the underlying player count issue? Is there anything new in the works that can provide fresh and engaging content? Is there openings in development and or management? Why am I consistently disappointed when I try to find this thread now? Something is wrong and I really hope it gets fixed because this server was a breath of fresh air when it released, one of the best in my honest opinion.

Development slowed over the holidays but near as I can tell has returned to full speed again. Currently judging from what some of the developers have stated in Discord, Desert Treasure and everything it entails is what's currently being worked on. These guys tend to steer their development down the game's quest lines, which makes sense as a way to implement important features in a logically meaningful manner.
The player-count is a non-issue, as has been discussed before, yes the server doesn't have a high number of concurrent players because no advertising has been done. The team has stated repeatedly they will start advertising when enough of the game is complete. There are no ETAs though since for free-time developers those are hard to procure.
At this point though with the slow-and-steady development having been ongoing, I'm quite confident that you'll not find another project running with quite the depth SR has (a few come close) and it's a unique project to keep a tab on. If you'd like to hate about the low player count, don't play, and maybe check the website every few months until you see something you like (or it goes down).
Please dont play the 'we have not advertised' card again, i hope for the sake of this being the only good remake server out there that it will ever get a steady player base. But the problem with scaperune is that the xp rates will always keep ppl away.
Why maybe spend more time maxing on a private swrver then on osrs for example(as am sure even tho osrs is 'x1 xp' you will gain more xp per hour in osrs then in scaperune)
Sure advertising might bring some extra players but nobody is gonna stick around with x2 xp. Just my opinion
No players because there's no advertising is probably the absolute worst response you could give. There's been countless people who have proved this wrong with spending no money on advertisements. There's fundamental issues that need to be rectified. There's barely any players because there's no push for the community, there's no push for or direct appeal to players, there's barely anything going on in the background (from what is shown).
The experience rate has always been an issue and will always be an issue, the developer(s) have made it quite clear that there's no drive to increase it as it'll effect the 'current' player base — there's emphasis on the current because, how many players are actively playing? How many have stuck around? I doubt there's more than a few.
There's nothing wrong with following a set route in development, but what is it? Is that confirmed? There's absolutely no transparency to allow players to understand why certain things are happening. Why are you commenting and the developers are not? Do you see why people are frustrated? Or is there some huge misunderstanding and it's my own opinion and nobody feels the same?
Nah no math done but i could be wrong on saying this but i doubt scaperune has stuff like tar making to manipulate ticks to increase xp rates of normal training methods like osrs has it. Too bad the devs are stuck on the x2 xo even something like x5 would be better, but that still woulndt gaurentee players
