Jagex are clamping down on private servers it seems, I would sugget that you add an agreement page (one that checks cookies) before anyone can acess your website, also use fake Names and adresses if possile, since jagex can do a 'who you' type of thing.
Yeah, just making an agreement page such as the one on moparscape.org that says that if you're a jagex employee then don't enter, or something similar. That way they broke your terms of service, and can't get onto you.
Adding a agreement is the best way, Or block cambridge area ips lol.

Yes put a agreement on the homepage like moparscape.
This is my friends pivate server, he is now adding an agrements page, completely changing the name, website, website URL and server, and mooving on.
They where kind enough to give him the 7 days, hes using them.
Tell them to ship you a doucment of there copyrights.
It wastes there money, also you can obide from it LOL!
