Custom servers are so popular because they coast off their sheer novelty factor. By now, though, you'd think everyone would have gotten the point and gotten sick of it; you can put non-Jagex models into the game? What of it? Praise be to MrPotatoHead, I guess.
As others have pointed out, there are ways to do it right. The potential is there, but the hope not so much since the devs who would give it a shot either don't have quite the right mindset (e.g. if custom servers are bad because of bad models, then take what they do and simply apply better models to it) or the resources to make their server grow without issue. As for the people who do have the resources, 99.9% of them would rather make a tried-and-true [insert revision/era of choice] server.
Big difference between playing a server because it's fun to play and playing a server cause it looks good. A lot of the custom servers look shit visually, but have constant hand outs and you really don't know what to expect. That's where a lot of the fun comes from.

Fact of the matter is;
People keep remaking the same old OSRS servers and RS3 servers, if you want to play 07/RS3 based servers, just play the real thing. People want to see different shit and from an Owners perspective, Custom Server's make money. End of story.
cuz all osrs servers are the same and have the same shitty content. although i don't play custom servers, they are infinitely more fun
You have yet to try a server made by those who truly admire the work of the Custom aspect of things.
Most people start customs servers for a quick cash grab, while yes the sets can be pricey......... but if i am being honest its really what sets RSPS and OSRS apart.
I personally never liked the real RS and always preferred the custom side of things.
if we are being real though.... people don't like custom servers because simple fact people are lazy so they over use the same customs again and again.
