Matrix hit a cap of 1025 players at one point. SS definitely gets the title of most players.
Player-base means nothing. Ofcourse, it means that the server is attractive and can bring the players towards playing, but the real question is are they going to stay there for a long period of time or not? If the server manages to actually keep a good player-count throughout most of the time then I guess the server is doing well.
My guess would be Soulsplit and Ikov, but Ikov used to have a 1.5k player-base, whereas now it manages to get around 400. The owner did stop doing worthy updates and started giving less attention to the community, therefore the player-count is decreasing daily due to the game not having enough updates to run and attract new members, yet making the old ones quit.
With Soulsplit continually releasing updates which they obviously do not test, ie the last update they have just done caused players to loose all their items on death. They won't be keeping that top spot for much longer, about time they got the office workers to do a testing phase before releasing updates. Sure Soulsplit, will pick up some new players during the Christmas holidays, question is with all these terrible updates and new servers beginning to outrun them feature wise will they keep them for the holidays?
The new Ikov shortly opened after the first one was taken down by Jagex also was set to be big again, however yet again the updates they decided to put forward ended that abruptly, mainly the player owned shops which destroyed the economy with ridiculous prices being set by players.
