Liking the reply's so far.
Just keep things simple. Don't throw in any customs or new items, keep it old school. Create custom Safe PK zones, and non-safe PK zones... keep items balanced, etc. Sounds like you have a good start so far though.
Near Rs-like combat, no raggers while i'm briddin, No korasi/Chaotics/Torva/Pvp arm, Ags n Claws would be vrare, home isn't Edge cuz of lagg.

If it has to be a PK server, then you should make it motivating in many ways, so that it's not just PKing all the way.
Runescape 525 era. Either with a PvP system (combat all around RuneScape map) or a BHW system (targets in wild drop alittle extra somethin somethin)
None of the nex items, pololarian or whatever the fuck rs has now, 2008-2009 items.
None that are OP, Range hits fair - Melee hits fair - Mage hits fair - NO EDGE HOME
Maybe make it alittle economic so everybodies not running around with full vesta/ags etc
