Exceptions need to be caught, connections need to be handled and nullpointers removed. That's basically it. It is mostly from retarded codes people make. This is why devo is called a starter source because people make the mistakes on these sources such as delta and devo then they use sources such as shards, riotscape or hyperion. I reckon if a person who was very experienced in java got behind a devolution source it would be stable. Although most of the devo and delta sources are developed by beginners, hence why most of them are crappy features, content poor and stability fucked.
And when they release there server to be playable, they get flamed. Unless they do a good job.
