I noticed it when I was making a map for another 317 base, you sure it wasn’t just a misclick? Because I noticed it happened for me on an area I had made a map but nowhere else when I made edits to the map.

Yes I am sure its not a misclick. The OSRS317 plugin doesn't seem to load the map floors correctly, and I tried the other plugins and none of them work.

Just a bump to say i'm currently investigating this issue and will update when fixed. (If I can fix it )

Try OaksV1Plugin. I'm not sure if this would work but it looks like its made for professor oak so who knows?

OaksV1 works for older versions of Elvarg, not 3.2, I wrote a plugin specifically for 3.2 the economy/fixed release.
But, there was still an issue with bumpy floors. I finally got it fixed:
