Skip version checking, convert packets, it’s a lot of work. There’s no cookie cutter copy/paste way to go about it. You’ll need to be a little more advanced with how client to server (and vice versa) operations work.

It's easier to start with a scratch source, than to convert a 317 into OSRS. You'd spend weeks alone rewriting all interface related stuff.

I will ignore all personal messages regarding 317s (Including 317 loading X).

But if you start from scratch you need to write all interface related stuff and the whole networking .

OT: It's difficult, you need to be a skilled developer to accomplish this. Spent the last month fully converting my Elvarg to OSRS protocol, but it's almost complete now.

Easier to build from scratch IMO than to start converting each and every single piece of code related to interfaces, as none of it will really be usable. Personally I'd pick scratch over converting a massive project like this any day; you'd be able to improve your code while writing it as well; nowhere did I say you can't reference the old source and copy chunks of code whenever possible though, which was kind of the premise of my statement.
Something like networking can be fully ripped to be honest, with the exception of packets of course.
