317 Client Loading 474 Data

I just ripped all of Project Insanity's 474 data loading to a Blank Refactored Deob. Don't think I got around to NPCs, you can do that.

Credits to whoever did the Insanity client.

Hmm, this doesn't work. Gives an exception when you run start it up. Take a look at it Mikey.
