You have to download the client every time you load it if it's a web client.

The cache is the main part of the download so either way you have to download it, Downloadable clients are good.

Besides the one I'm making I have yet to see a webclient that is properly made (loader, JAGGRAB server, browser-sided sounds, etc.). So for the majority of rs2 private servers a downloadable client is better.
