I swore to myself that I would never mess with packing cross revision data, but since circumstances changed (thanks bennie) I decided it needed to be as simple and easy to do as possible so I don't have to worry about it again.
So, a few good cries later, it's relatively as simple as a few clicks and a water break.

The osrs support is currently up to 201, I guess some things changed after that which I'll need to identify later and there's still some issues with textures and z-fighting on certain models, but most everything works.
It's all naturally packed, meaning everything is osrs decoded and rs2 converted, which enables packing files to the next empty id rather than doing the "lastId + OSRS_OFFSET" thing.
Some stuff still requires client edits though, but nothing hard-codey.
You might notice it resembles Valkyr, so credits to ReverendDread for that, although I ended up deleting almost everything as this is not intended to do any editing, I just wanted a UI and project bones to jumpstart things.
And of course it does maps too...
