There is software and online conversions that support .mp3 to .midi, though the quality will not be the same. For perfection, i suggest searching on YT your desired song and add "midi download" behind. This serves best quality, i used to do this on my server years back, cloning Wow music. Here are some blogs that support .midi files based on piano performance:

Easiest way is implement a class to play mp3 files into your client, add the mp3 files to a folder then use that as the directory. There's quite a few guides on youtube on how to play mp3 files in java so i dont think you'll find it too bad to do. Custom made midi tracks will most likely sound really weird using the rs midi soundbank. Of course you can cache pack them and do it properly but as a first step just see if you can get that working first.
