[REQ] Reduce image quality

Can someone reduce this image and seperate it into 8 parts so i can use it for steve's sprite editor. rep++ i cant seem to get it to work. i even tried reducing image to like 1kb.

Edit: You can reduce image quality in adobe photoshop and click "Save for web" and when you do, save it as PNG 8 and choose Colours: 255

I did all that, just dont know where to change quality

Colours to 255... If you got higher then 255, it will say "Reduce the image quality"
