Yes people left for those reasons. However If they can innovate and promote legacy mode more heavily then there'd be a higher chance for people to want to play and stay.
Marketing RS3 content is much harder almost instantaneously cause of its notoriety. I personally look forward to the web updates and maybe some server.
Also side note its why you see 718s and such loading 8, 900x content, keeping the pre-eoc while gaining any parts of RS3 they wish to utilize. Sadly higher revision servers are bit hard to market in general compared to OSRS, and such..
