Update 5/31/2020-
For the month of May I spent the first week of it playing the Deadman tournament.
Finally got around to doing the Stronghold of Security and all of its spawns. I didn't put questions on the doors because I don't have account security and people skip them anyway. But perhaps I can add them someday.
For the last 2 and a half weeks of the month I spent making Monkey Madness.
There is a lot to this quest and its my favorite one so I wanted to get everything right. This includes Ape Atoll and all of the mechanics on it:
-You can make all of the Greegrees through Zooknock and transform into all the different monkeys. You also can't walk as a monkey zombie. This required a bit of work because I had to consider everything you can't do as a monkey.
-All the spawns on Ape Atoll, Crash Island and all of the dungeons, including the NPC definitions/stats.
-The Monkey Aunt patrols her garden correctly and will call guards if she sees you.
-The Monkey in the graveyard will call guards on you if he can add you as his target.
-Standing in the light part of the room with the crates or in the throne room as a human will call the guards.
-All shops in the market work and stalls are theivable. Talking to the merchants as a human causes them to call the guards.
-The jail guards patrol correctly and will knock you back to jail if you are in melee range.
-The elder guards will knock you back and send you to jail if you are in melee range.
-Bearded gorillas, elder guards and the jail guards block your movement.
-Gorillas will heal themselves
-The archers at the gate will send you to jail
-NPCs won't be aggressive towards you if you are a monkey.
-The rock fall in the tunnels will damage you if you aren't under something safe. All of the traps are working as well.
-The Monkey Skeletons spawn from bones and function correctly.
-You cannot go back to ape atoll without Daero's training.
There are a lot of other details I added but can't remember at this time. Just know I didn't miss anything.
I also spent the time adding in the old gnome models for NPCs related to this quest because I do not like the new ones. This took me a few days to do because I don't really have an efficient way of doing it yet and I'm not sure it is worth spending the time to make an efficient way to do it, since it's not something I do often.
I know there are some mistakes in the quest video which I will fix.
Here's 10 minutes of me chinning Skeletons. Not sure why I went to this spot but it is 5AM in the morning and I forced myself to get this updated out before I went to bed, give me a break.
I used to care about how long stuff took to make but it doesn't bother me anymore. Quality over quantity.
The server is far from perfect. There are some issues I need to get around to fixing. My entity clipping isn't perfect and I need to fix it. I have come to accept that there are some things I won't ever be able to do perfect recreations of and that's fine.
The framework I made a year ago isn't the best. It can be improved. But the way I see it right now is, I could spent months making the framework better instead of making content; but I don't think that is worth it right now. I need to take advantage of runelite being allowed and OSRS itself being around to be there as a reference for recreating things both PRE EOC and OSRS shared. I also have a lot more free time since I was furloughed due to the coronavirus, so I would rather take advantage of this time and use it to make content. To me, it is more important to have the content and mechanics of how stuff worked, NPC Spawns, graphics, animations, and dialogues done first. Because even if the code I wrote for it might not be the best and can be improved, in addition to the framework/engine it is running on, that kind of stuff never changes based on those things.
So once I've finished all of the things I want to recreate, I can stop and write a new framework to make the code cleaner and more efficient. As I go I find things that needed to be added to make it easier to recreate things and I write all of these things down. When I do re-do it, I will spend time planning out the structure of how it will look considering all of the notes I have written down.
When will I finish all of the content I want to recreate? Who knows. But I am doing this for my own enjoyment and my desire to play my favorite version of Runescape: 2011.
For the month of June I will try to get Fremmy Isles, Eadgar's Ruse and Dream Mentor done. And whatever else I can.

Quick update:
After finishing Monkey Madness, I wanted to look into figuring out how to properly add and remove quests from the quest list.
I've always wanted to remove all of the quests except for the ones I have already made and re-add them as I go.
So after looking into it a bit I was able to figure it out. I also removed the "Toggle Map Hint" and "Show Quest Overview" options because I never liked them much.

A lot of remaking this content is also writing dialogues.
I came across this the other day maybe it help you. It even has quest dialogues

Maybe you already found it or used it but you could maybe dump many dialogues and assign them to the right NPC. If not you could easily copy texts from there..
I wonder how your quest system is programmed. As far as I can see its pretty good, from the snippets you've posted. How do you get quest phases text? Do you get them just by going on RS and doing the quest yourself?
Also you could dump quest requirements and rewards from rswiki. Not sure if you've thought about that but could save you some time

I haven't talked to Reposti much but as someone who helps on a 2012 remake I'll throw in my 2 cents (as if anyone cares lol). Unfortunately, the wiki just isn't enough when trying to recreate quests. It can be insightful but it does not provide the shear detail needed. Quests are best done when you do them while developing them as it allows you to get all dialogue options, the correct jumps and on top of it all, there is a ton missing from the wiki pages. Think about all the quest stages where you can go talk to an NPC and they will remind you what you are supposed to be doing. That information typically does not exist in the transcript pages, only the dialogues that tell you what your next task is. For example, lets say you are working on Dwarf Cannon and Captain Lawgoff asks you to go find Lollk; If you find him and return to Captain Lawgoff, you ask "Hello, has Lolk returned yet?" and he tells you he has and something about if not for you, he'd be goblin barbeque. The thing is, what does he say if you have not gone and talked to Lollk? You ask if he has returned, but his transcript for that option does not exist on the wiki.

PS. The fandom wiki is actually no longer in use, try https://runescape.wiki/w/Category:Transcripts instead. They imported all of the history from the fandom but now the wiki servers are actually supported by Jagex and Weirdgloop (wiki team) so no information should have been lost. It even has in-game support to do "/wiki topic" in-game now.
Yeah, I just go through each quest to get all of the dialogue. I also check the quest journal whenever something changes. I have it so that runelite adds the text to my clipboard when a new dialogue interface is sent.
Yeah you're exactly right, I definitely consider all of those things while making quests, maybe a little too much lol. I usually go through a quest twice to make sure I didn't miss anything.
