He's probably telling you to not use something that is loading RS3, use a base that is a pure rs3 revision that has a client that is meant to support everything.
It's like that because the ramp in an actual object that needs to be spawned in.
If you're dead set on using Matrix for whatever reason, there are several RS3 build Matrix servers out there. If you want old combat, just lock it to legacy and make the player only use legacy animations. Ataraxia has the right idea for rs3 content without EoC.
