I am absolutely baffled by some issue regarding sprites. I am trying to add this sprite to my 727 cache:

but when I pack it and then load it up ingame or even look at it in Steve's sprite editor again, it has this cancer blue background thing that I have no idea how it is even getting that data and adding it to the background?

What could cause it to be going from transparent, to that auto added background. When I decode the sprite and write it to a file, it looks correct. When I encode it and then decode that encoded data, it looks correct, but when I load it up ingame or with steve's sprite editor, it has that blue background circle.
