Nocturne RS3 hosting help will pay for help too

Not sure if this is the wrong place to post for paying for help with hosting an RSPS but me and my best friend have loved rs since kids and want to make a server together but I cannot get nocturne hosted properly for some reason and was hoping to pay someone to help figure it out. I'm not too bad at figuring stuff out and have kinda hosted servers before for me and him but this one is giving me trouble.

I can connect but I cannot get outside connections to go through, I've had this issue previously with nocturne but I don't recall if I solved it. I did all the IP's properly, I have all my ports forwarded properly and the ports are open.
