Some more information will be useful.
What vps is it? Windows or linux?
What is your problem? Running the server on it or installing java?

Your server should have a port associated with it aka where it would land when you host it.
The client need a ip and port to connect to the server, which in your case would be your vps ip.
If done correctly, you should be able to log in on the server that is hosted on your vps.
However there might be need of allowing connecting from outside local before you can establish a connection.

so as long as my server and client could connect and run on local ip it doesnt matter what ip my client is on because they are already connected by a portID?

Edit, for some reason i dont think my client is downloading my cache

so do i need to change my port on my settings in the server side and client side aswell as the clients ip in loader.java?

i think i worked it out. you port forward the port ID that links the server to the client. then you change the clients ip to the vps so it can connect to the internet and as long as my server run.bat file is running people can connect to my server using a jar'ed client after changing ip and so on. is this correct?
