Won't help, if it's not sending the cache it's a networking problem, not a cache loading problem.
Check your firewall or anti-virus, try running it via a command line and see if it throws any errors.
I have all firewall and anti-virus disabled.
Running it via command line seems to have worked, but also outputs this in the prompt.

Note all the cache is downloaded now and trying to use the .jar still results in stalling at 2% updating.
Created a simple .bat file to workaround, but still interested in what the problem is.
