For the dev console it the ' symbol under ESC and you need to code treasure hunter since it's not added I think.

In matrix3 you need to hit ALT-~ I believe to open the dev console, and yeah like Clem said I'm pretty sure treasure hunter isn't done/added at all.

alt and ~ on an english keyboard yeah, if he does not have an english keyboard he needs to change his keyboard language in the pc settings
