Repacking 718 Textures

I have 831 textures when runescape switched to PNGs. I also have the 823 Texture format. I was just wondering how i would go about added the textures into the cache. If anyone could help me out, that would be awesome.

I don't have the whole index, I have what appears to be all the Textures, which is 5288 of them.
