Please help me with my VPS

i buyed an vps downloaded no-ip in it my server is in the vps downloaded java jdk
but when i run the run on my vps and start the deskop client the deskopt client stays on 1% does any1 no's what to do

You need to change the ip in the client to the one on your vps server has.

Did you make 43594 (Or whatever port you use) rule in the firewall? If not you need too....
