try downloading an app called jarfix and run it, idk y usually happens to me sometimes where a jar file wont open so i use that method and your good to go.

It seems someone else is having this issue as well, for them it says its unable to locate the properties file even though they have the correct cache path and file in the same directory, so I'm really not sure tbh. It works fine for me. You can try what Khayam suggested, that has solved a lot of issues. Other than that I'd just suggest making sure the properties file is in the same folder as the jar and that your cache path is correct with double-slashes as separators.
The other issue is it may be failing to read your cache. My cache is very picky, only very select few tools have been able to read it, and this tool is geared for my picky cache..

If jarfix doesnt fix issue of opening, create a run.bat file that should hopefully fix it
put it on github so i can up the support on it
