I hope I didn't ask a weird question, now did I? Anybody that even understands the definition of "computer programming", or even just the definition of "computer", should want these questions answered instead of getting a standardized "click this, click that" tutorial.

45% of who make up this community are a select few ones that host or partake in things you're talking about. The other 50% are lurkers who create accounts to ask stupid questions, gravedigging threads from pre-2009 asking for handouts and sources for shit that's so dated and not-worth-it to even ask for in the first place. (I'm not categorizing you in this field). The last 5% are people like you, who are genuinely curious about topics and fields such as RSPS (though a dying field - RS has been dying for many years, OSRS brought some life back into it, but once the novelty wore off, most of the players left).
Let me just say that the ones with the more in-depth, advanced knowledge, specifically client and cache information, tend to shelter it and hide it away to capitalize on the idea that some names have made six figures a year for hosting servers, through extremely "well" developed servers and some awfully "shitty" ones as well (not naming any names). Some hone their craft, but most (which are a select few) won't discuss or help others wanting to learn these things until money is involved, and expect to pay a lot of it.
You're better off going to a 2-year uni, take some courses on software design, software development (IE. programming); or just learn it yourself with a lot of research, learn Java, eventually start learning how to reverse engineer open-sourced projects and releases in the "Downloads" section and learn how some systems work. Start by learning how to define classes and what they do to, namely how they take place in what makes a system a system (namely, systems like NPC handling, etc. - these systems can be defined as surface level and usually utilize data loading and not so much data defining.). Then you can get into deeper subjects like the general idea of data, what makes up cache, how is it loaded client-sided and furthermore how is it used server-sided. From there, you can start working on reverse loading data into older clients since you sort-of understand how this data is loaded (you will need to research how jagex is loading newer data on their clients usually through deobs, the info. is out there, just have to look).
I've went on too long, but don't be discouraged by some people in the community that hold it all to themselves, inevitably hurting and some would say, "killing" the community for keeping it away. Think of if the most notable people that contributed world-findings and information from the masses, eventually dying, locking away their recordings, findings, and valuable information, digging a hole and covering it up somewhere lost and remote for the world to never see. Eventually communities would die-out if information wasn't shared. There's always going to be a select few that have the ability and privelage to learn and understand these things, but again, it'll time and time again be held to those select few until someone brings information to light (IE, public releases of their hard work if said hard work wasn't planned to ever be used again, to collect dust on a hardrive somewhere just because it made the authors some money).

Not sure why you'd release a cache and update it with no client. Without the original client this cache is useless.
