    All map areas are stored in the cache including these so it's not really necessary for coord releases anymore

    The surface world is contained within the "RuneScape Surface" section. This encompasses the entire surface world, so you could just keep walking from the start point until you find the right coordinates. The map data is mainly useful for things outside the surface, like dungeons.
